9.1.2.1 Audio-only and video-only (recorded) (Conditional)

Condition: When the ICT is a web page.
Recorded audio-only: An alternative is provided for time-based media that presents equivalent information to the recorded audio-only content.
Recorded video-only: An alternative is provided for time-based media or a soundtrack is provided that presents equivalent information to the recorded video-only media.

9.2.2.2 Pause, stop, hide

Condition: When the ICT is a web page.

For information that moves, flickers, scrolls, or updates automatically, all of the following apply: (Level A)

For all moving, flickering, or scrolling information that (1) starts automatically, (2) lasts longer than five seconds, and (3) is presented in parallel with other content, a mechanism exists for the user to pause, stop, or hide it unless the movement, flickering, or scrolling is part of an activity for which it is essential; and
Auto-Refresh: For all auto-refreshing information that (1) starts automatically and (2) is presented in parallel with other content, there is a mechanism for the user to pause, stop, hide, or control the refresh frequency unless the refresh is part of an activity where it is essential. NOTE

Because any content that does not meet this success criterion may interfere with the user’s ability to use the entire page, all content on the web page (whether used to meet other success criteria or not) must meet this success criterion. See Conformance Requirement 5: Non-interference. NOTE
Content that is periodically updated by software or streamed to the user agent is not required to retain or display information generated or received between the start of the pause and the resumption of display, as this may not be technically possible and in many situations could be misleading. NOTE
An animation that occurs as part of a pre-loading phase or similar situation may be considered essential if interaction cannot occur during that phase for all users and if it does not indicate progress, it could confuse users or make them think the content has frozen or broken.

9.2.4.1 Avoid Blocks (Conditional)

There is a mechanism to avoid blocks of content that are repeated across multiple web pages (Level A)

The language of each passage or phrase in the content may be determined by software, except for proper nouns, technical terms, words in an unspecified language, and words or phrases that have become a natural part of the surrounding text. (Level AA)

9.6 WCAG Guidelines Conformance Requirements (Conditional)

Condition: When the ICT is a web page,

At Level AA, the following five conformance requirements of the WCAG 2.1 Guidelines [5] must be met:

Conformance level;
Complete pages;
Complete processes;
Use of technologies exclusively according to methods that support accessibility;
No interference.

NOTE 1 If a web page meets all requirements 9.1 through 9.4, or if an alternative version conforming to level AA (as defined in WCAG 2.1 Guidelines [5]) is provided, conformance requirement 1 is met.

NOTE 2 According to WC3, “The WCAG 2.1 Guidelines extend the Web Content Accessibility Guidelines 2.0 [4], which were published as a WWW Recommendation in December 2008. Content that conforms to the WCAG 2.1 Guidelines also conforms to the WCAG 2.0 Guidelines and, consequently, to policies that reference the WCAG 2.0 Guidelines [4].

NOTE 3 Conformance requirement 5 states that all content on the page, including content that would not otherwise serve as a basis for achieving conformance, meets sections 9.1.4.2, 9.2.1.2, 9.2.2.2, and 9.2.3.1.

11.8.4 Repair Service (Conditional)

Condition: When the web content is an authoring tool.

If an authoring tool’s accessibility checking functionality can detect whether the content does not meet a requirement of Chapters 9 (Web) or 10 (Non-Web Documents), as applicable, then the authoring tool must provide one or more suggestions for repair.

NOTE: This does not preclude automatic or semi-automatic repair, which is possible (and recommended) for many types of content accessibility issues.
